For the purposes of arcane fusion, is a sorcerer spell a spell that is learned through sorcerer levels or a spell that appears on the sorcerer class list?

Also, does earth spell/sanctum spell allow someone to take a 9th level spell for an ability that gives you a spell one level lower than the highest you can cast?

Im pretty sure the answers are sorcerer spell list, and yes, but my GM wants sources.

A sorcerer spell is any spell that appears on the sorcerer spell list. Normally (in all cases in the PHB), thats any spell on the wizard/sorcerer spell list. Some suppliments (notably Races of the Dragon) have spells that are sorcerer only, which would also appear on the list. Spells that are wizard only (rare, but there are a few) would not be on the sorcerer spell list. Thus, a sorcerer can use a Wand of Fireball, even if that sorcerer doesn't have Fireball as one of his spells known, simply because its on his list, the only requirement for Spell Trigger items.

Earth Spell can cast spells lower than they normally appear. You would just need Earth Spell + Heighten Spell + any metamagic reducer that works with Heighten (so...wouldn't work with Arcane Thesis, but would with Practical/Easy MM or MM School Focus). Sanctum Spell doesn't reduce the slot the spell takes up, only its effective level when determining things like saves and whether or not it can pierce a Globe of Invulnerability.
