oD&D's Rules Cyclopedia had a chapter on "Strongholds and Dominions", not just on building castles and mass combat, but resources, taxes, visiting nobles, stability and uprisings, unusual events, and more... are there any 3/3.5e books that cover similar ground?

I've already looked at the Stronghold Builder's Guidebook, and it focuses just about entirely on the castle-building end of things, without really anything else about running a dominion.

There is a set of Birthright (http://www.birthright.net/) rules set up for 3.0. It works fine with 3.5 though. Our group has used it and besides a few hiccups, it was fun and cool.

Power of Faerun (the large-scale sourcebook for FR) or AEG's Empire are probably right up your alley.

Pendragon has an excellent domain management mini-game (you are a knight, you have a manor, you get to play house during winter months...) as did the original Birthright for 2E (although trade routes were sooooo exploitable as written).
