Does any Kobold Sub-Race move the Dex bonus to Int, by any chance?

Homebrew ones do!

My "Mystic/Human-Raised" kobold does just that, actually. Also gets rid of trapsmiting and knowledge (dungeoneering) in favor of alchemy and arcana - Also no free weapon proficiencies.

Well you could always take the dragonwrought feat and be venerable age.

Yeah, but I can't imagine any DM buying that. I certainly wouldn't. Also doesn't fit the character concept to be so old.

Anyway, I went with a mix of RotD's Kobold's and Fax's. Which I'm sure Fax wouldn't do (since it's Draconic-style Kobolds), but I like the Dragon-lite Kobolds...

I ended up with Fax's stats, Tinker, and the Natural Weapons that both RotD and Fax have, and then added Slight Build and used Dragonwrought. Add in Factotum, and his Hide check is just silly (+17 with 1 rank and only 12 base Dex), but it doesn't do him much good without HiPS, which he won't get, and is pretty much obviated by the fact that he'll eventually get the Walk Unseen Warlock Invocation.
