Are there any creature/template that has the ability to cast haste at-will?

I think that that construct in the MMII that has a water elemental bound to it and is right after nightmare beast that I can't remember the name of (takes a breath) does.

One of the abilities a Monster of Legend (MM II) can choose is Haste, always on...

Also, am I the only one who realises that the two options that are remotly payable are in the MMII, which has many transition errors?

There's also the Innate Spell (http://realmshelps.dandello.net/cgi-bin/feats.pl?Innate_Spell,all) feat, but for the 3rd level spell Haste, that pretty much requires that you have an 11th level spell slot to burn.

Is it Haste, specifically, you're after, or just the effects of haste? If you play around with Divine Metamagic (Persistent Spell) you can end up with enough effects to duplicate the important bits of Haste all day.

Wizards site had a Swiftblade PrC. Eventually got permanent haste. And other speed related stuff.

Steel Demon (FC II): at will (self-only)

Radiant Idol (Sharn, City of Towers): 3/day (with right domains for the Idol)

Mur-Zhagul (Unapproachable East): 1/day

I think I remember this... it was interesting, but didn't it have the insane prereq that you could only cast Haste spells for the entirety of the level before picking Swiftblade?
