Amber Diceless? I mean, it's just a shadow of a tornado, so if you think bullets kill tornadoes and tornadoes leave carcasses on this shadow, I guess they do.

Exalted, maybe? D&D 3.5 if your DM wants you to abuse wish?

Spirit of the Century would work well.

Exalted is probably your best bet, though.

Kobolds Ate My Baby.

At least, the way I play it you could do that. Though I freely admit I play a... highly nonstandard version.

Right. How would this work in exalted?

Guys, we're going at this wrong.

DnD 3.5

Ranger with Favored Enemy: Air Elementals.

Tornadoes don't have hit points.

Tornadoes don't have hit points.

Air Elementals and Genies in their Whirlwind form do, though...

In Eberron (3.5, at least), one of the big parts of magic item creation (for airships, lightning rails, and such) is binding elementals. This is just a visual description of that process.

But the elemental has to be alive ! What does the artificier do ? Scribe a scroll of true res after he shoved the corpse of the air elemental in his ring ?

DnD epic levels caster of any kind... or DnD divine levels.
exhalted.
Mage the ascention...

Gurps (super setting)

you can use practically ANY system to do that, you just need to have a party of equal level... most systems have entire books in place for "god level" campaigns.

From what I've heard, the entire point of Exalted is doing ridiculous things, so I guess you could try that. But I haven't actually played Exalted, so you might wanna just ignore me.

Tornadoes don't have hit points.

Air elementals do. So the system is D&D.

In Exalted you could kill the god of the tornado and the tornado would stop (I think.)

In Nobilis you can do much the same thing - slay the tornado spirit in the Mythic world and the tornado in the Prosaic world will disappear.

Actually killing a tornado would require a game world where tornadoes can be hit and damaged like anything else (a.k.a. the air elemental solution) or a world in which you can acquire some sort of magical weather-slaying gun (I suggest BESM or MnM).

Would destroying the elemental plane of air kill every air elementals ?

Mutants and Masterminds, Spirit of the Century, or Exalted. I recommend M&M.

Nobilis. One of the given examples of things one of the attributes can do is to shoot out the sun...

Yeah, but you'd also kill air. Good luck breathing after that.

Meh, air is overrated. Just stick a ring of sustenance or something on your party members and on yourself, and rebuild the world from scratch, ruling over legions of undead and warforged. And undead warforged.

there are a TON of things that make you not need air to breath, besides you aren't killing ALL the air on the planet... and who said the air has to be alive when you breath it?
"sniff, ahhh, smells like death and decay, good!"

Munchkin d20, maybe?
