I think this spell has interesting potential. Basically, it's a non-lethal way of getting rid of enemies by sending them to a magic-less world. No magic, no plane shifting back.
Exile
Conjuration (Teleportation)

Duration: Instantaneous
Saving Throw: Will negates
Spell Resistance: Yes
You move a creature and their possessions to an extradimensional planet where no form of magic or psionics functions, and there are no coterminous planes. Even epic spells will not function on that world and artifacts cannot be sent there. Undead, constructs, incorporeal, outsiders, and other creatures with a wholly supernatural existence cannot be sent there. Magic items or creatures sent there have their supernatural properties suppressed. There is no method of leaving the plane except through a Gate spell cast on another plane.
The planet itself is fairly pleasant and sparsely populated by primitive human tribes. There is abundant wildlife but there are no native magical creatures or aberrations. The planet is spherical and contains many different types of environments but never sends a person to its most extreme climates. If cast underwater it will send someone to the surface of that world's oceans but otherwise does not deposit someone in water. Beyond that point of arrival is entirely random.
A very small number of spells cast on other planes with magic can interact with or provide information about things on the magic-less world. They are Gate, Discern Location, and Contact Other Plane. Plane Shift cannot send people there, and only Gate can be used to leave. A person who has had Exile cast upon them must usually be rescued by a powerful magician.
