I seem to remember that theirs a way to make either one's weapons or shields count as holy symbols, but not the location of this rule. Does anyone have a clue?

I don't know. But I think being a monk/cleric/sacred fist and having the word of your god tattooed on your hands would be awesome sauce.

I've never really been too worried about what does and doesn't constitute a holy symbol. If the player has articulated a way in which an object has become a divine focus for them (they've painted a sun on it, they've tattooed their god's smiling face onto their ass, whatever), I'm pretty much okay with it.

Dungeonscape has it. IIRC, it's 300gp to affix a holy symbol to a weapon or suit of armor, and shields can fall under the weapon category.
