I have heard this a lot and was wondering is it Chaotic, Lawful, or Neutral Evil? D&D 3.5.

It's generally CE, but it can really be any alignment. It's a character that goes around slaughtering villages/killing their allies for the fun of it, essentially.

It means, like lawful, chaotic, and good, that you do evil things to a ridiculous point, eg. running across a train track with an approaching train to steal candy from an infant.

Generally, it's Chaotic Evil. Whereas "Chaotic Stupid" (CN) characters buy you dinner, then slap you in the face, and then run out of the village screaming "LAUNDRY DETERGENT" over and over again, Stupid Evil characters take the "Chaotic" part of their alignment to mean that they can murder, destroy, or steal from everything they see whenever they like -- regardless of consequences, actual benefit to themselves, or anything else that drives actual human beings.
