Wandering Wikipedia for inspiration to do a piece of random homebrew, got here (http://en.wikipedia.org/wiki/Frost#Effect_on_plants). And there we go.

A tangled mass of vines shuffles forwards, the long bands of leafed plant tinted a dim brown green. Great lines of frost curl around the entire creature, bits of ice resting on the leaves. A chill follows the long creeper as two long tendrils uncoil outwards.

Chilling Touch (Su): Hoarcreepers are wreathed in a freezing frost. Any touch from the creature deals 1d4 cold damage. When grappling. With a successful grapple check, the creature deals an additional 1d4 damage and 1 point of Constitution damage.

Frost Aura (Su): Hoarcreepers are surrounded by a windy chill that travels with them. In a 60 foot radius around the Hoarcreeper, the temperature drops by one band. Any creature adjacent to the Hoarcreeper takes 1 point of frost damage per round.

Improved Grab (Ex): To use this ability, a Hoarcreeper must hit a Large or smaller opponent with a tendril attack. It can then attempt to start a grapple as a free action without provoking an attack of opportunity. If it wins the grapple check, it establishes a hold and can use the grapple function of its chilling touch. Hoarcreepers receive a +4 racial bonus on grapple checks, which is already included in the statistics block.

Undead and Plant immunities (Ex): As an undead plant, the Hoarcreeper has the immunities of both types.

Normally mindless creatures do not get feats or skills. It almost makes sense to lose the Toughness feat or to give the normal 3 feats for its hit dice.

Oh, forgot that they lost feats too, somehow thought it was just skills. Also forgot that it had 8 HD, not 4. Fixed.

Since it is an undead plant should it also be vulnerable to spells that specifically target plants? Perhaps they should have a +2 racial bonus against such spells as well.

While this is an interesting idea, the term that you are looking for is not fauna (animals) but flora (plants). Otherwise as said, an interesting idea that I like.
