You missed out the Dervish. It has a capstone ability which doubles the number of attacks it makes during a Dervish Dance. At Epic levels, combine with Thri-Keen, Perfect Multiweapon Fighting, Speed/Haste, and Slashing Flurry for 48 attacks in a single round. The only disadvantage is that you need a large boost to your move speed to be able to claim these attacks (You need to move 5 feet between every 2 attacks).

So, I've started wondering about it. How is it possible to get a 120' move speed in a single move that doesn't rely on getting extra move actions? It's easy to get a 30' Enhancement bonus for 60', but what happens then? What other ways are there to be able to move at supersonic rates that don't take up a bunch of class levels?

I'm pretty sure there was a thread about this fairly recently. Anyway off the top of my head, a Longstride Shifter Barbarian comes to mind. Longstride shifters get +10 movement speed (untyped) when shifting; the Longstride Elite feat gives an additional +10. Barbarian gives +10 more.

Feral template (Savage Species) grants +10 ft to base land speed.

The Celerity cleric domain grants +10 ft to base land speed as its granted power.

Grab up a few levels of monk on top of that, and you'll be running faster than a speeding bullet in no time.

Also, 1st level barbarian. Duh.

So, feral (+1 level adjustment), 1 level barbarian, 1 level cleric, 3 levels of monk, and you're already up to 70ft per round at 6th level. And that's as a human. Truth be told, I have no idea as to whether or not there are races that improve base land speed.

Persist Footsteps of the Divine (complete champion) so it lasts 24 hours, then expend it to get something like 144,000' to your movement for one round.

But it sounds like Melamoto is after a Thri-keen...

In that case you might want to try the Quick trait (+10' base speed);
Quickness armor property (+5' enhancement);
Haste or Speed armor property;
Sandals of Sprints, 3/day (+30' enhancement)
Skin of the Celestial Embrace, 15 rounds/day (fly 2x base land speed)
Crystal of alacrity (armor attachment, +5' morale)

There are. The Longstride shifter I mentioned above is one example, although the speed boost isn't always on. Catfolk have a base speed of 40, I believe, but that comes with LA. The Xeph (XPH) gets burst as a spell-like ability.

Nezumi from OA have a 40' base land speed and +0 LA:

Quick Nezumi Barbarian 1 with the Dash feat has a base land speed of 65'.

As stated in the OP, the race must be Thri-Keen. Enhancement bonuses to speed do not stack, and the most of which I could find was +30'. This makes a 60' speed. 70' with Feral. Non-enhancement bonuses are needed after this. This means that to get 48 Attacks every round during the Dervish Dance, we need to increase the movement speed by 50'.

Ring of Solar Wings. 150 ft (good) fly speed, 120k GP/ 60k and 5k XP + feather fall + poly to make.

0 class levels, no templates, just cash - and if we're talking epic, you got cash.

This has no prereqs but requires light or no armor.

Speed of Thought, feat, XPH - +10' insight bonus
Freedom, Mantle, Complete Psionic - +10' (untyped) to all speeds
Speed of Thought requires you to be psionically focused, so you'd have to be either a psionic race or have some levels of a psionic class. Ardent I believe is the one who gets Mantles, so a dip of that could qualify you for both of these boosts.

Quick for another 10'. Now we just need 15' from somewhere.

A one-level dip in OA blade dancer give you +100% base movement speed. five levels gives you +150%, and ten gives you +200%.

Take the winged template. +2 LA gives you a fly speed of 2x your base land speed. Throw on the wings of swift flying and you'll be good.

Back before Chuck/Footsteps of the Divine came out, I was fiddling on a build to get a Xeph monk to break the speed of sound (about 6600' per round). Couldn't quite pull it off... There was a build that could do it, but it involved wildshape/alter self/polymorph into a dragon to get a 120' fly speed and then a spell (I don't recall which) to give yourself a x10 fly speed.

If I went back through the list of stuff, it's probably doable without resorting to fly speeds... a Druid 5/Totemist X with Dread Carapace soulmeld could probably pull it off. Dread Carapace is good for a +60' to +100'ish enhancement bonus, and Lion's Pounce gives you a 50' base with a x10 multiplier. So Druid 5/Totemist 1 could get up to 1100' on a charge.

Not sure about sound barrier, but getting really fast was a simple matter of a Xeph (+30) swift and deadly hunter (+60) Druidic avenger (+10) +Dash (5) and the base speed (30) is 135. Run increases that by 5 times=675/6 seconds or 76.7045455 MPH decently fast, but not close (1/100th) to the speed of sound. If we assumed a friendly wizard to polymorph any object you, it would be a lot better.

This is SRD only.

60 feet is the highest land speed I can find with under 15 hd with a quick look.

According to my copy of Savage Species (p137-138), Winged only grants a fly speed equal to your land speed +20 feet. Is your winged template from a different source?

Try "Half-Fey" from the Fiend Folio. +2, grants Fly = 2x Land. Butterfly or other insectile wings.

Plus, dragonfly wings wouldn't look especially out of place on a Thri-Kreen, would they?

Polymorph, particularly Dragon-type Polymorph, presents an easy way to get ~200ft fly speed without any additional enhancements.
