I remember reading somewhere that the CR for a gestalt character is their Level +2. This makes me wonder, in, say, a party of 5th level pcs, why can't any of them be gestalt at level 3/3 or something? Is there a system for this?
It's pretty much 2nd Ed multi-class characters.

CR is a terrible measure, so that wouldn't work. Plus, Gestalt allows you to overcome your characters weaknesses, not imitate the power of others; having one gestalt character wouldn't work well.

CR is a horrible system, and gestalt compared to CR screws it up even more.

QUESTION REPHRASED: How would a gestalt character scale against a normal character - how many levels behind would they need to be?

Depends on the character. If well built, a few. If not, none. Kinda like how a well played wizard is one of the strongest characters in the game, and a poorly played one is among the weakest.

The further down the tier list you go, the fewer levels behind you'd have to be. A wizard//factotum would be considerably more powerful than an equal-level sorcerer//rogue, for instance.

Until you get factotum action abuse, a wizard//factotum is probably weaker than a wizard who has access to higher level spell slots, because that's an exponential power increase.

Basically, there's no rule - it has to be dealt with on a case by case basis. A Soulknife//Monk will be about as powerful as an actual Soulknife or Monk, while there are crazy combinations that just are... well... crazy.
