They are a bundle of abilities that modify a basic character class to focus on a particular theme. For instance, you might have a fighter who chooses the barbarian kit, as a result he gains some bonus non-weapon proficiencies, some restrictions on what initial weapon proficiencies he can choose, and a negative reaction modifier when interacting with more civilised peoples.

The modifications can be quite significant or relatively minor, depending on the kit. Some even increase the amount of experience required at each level.

Many DMs allow kits on a case by case basis - as they should. Otherwise, you can get serious cheese.

Basically, kits are class variants. Although some of them change the class so much they feel more like a different 3e class rather than just a variant.
