Can any cleric read a spell from a divine scroll if that spell happens to be a domain-only spell in a domain the cleric doesn't have access to? I'm thinking not because it is technically not on the cleric's spell list, but I wanted to double check.

yer right, they need that spell on their list. So the scriber and the caster must have the same domain.

You're correct. The Cleric only has access to spells on their list, which includes their domains but not others. They can make use of Use Magic Device for other spells, the same as everyone.

can wizards use the scroll, if the domain spell was origionally a wizard spell?

No because Scrolls are typed as divine or arcane. Wands can be used by anyone, buy scrolls must be the right type.

If the domian spell happens to be a spell that they have from their normal spell list, then they could still cast it. Ex: Healing Domain 1st lvl, cure light wounds.
