So, one of my parties is now one of the most powerful law-keepers of the (minor) realm they are in, and they even listen to the local lord without asking for rewards. (they do get paid well anyways.)
Now, they are in the capital, and they are pretty much dedicated to annialate any powerful criminal organizations.

And now they decided to tackle one I thought wont be relevant for a long, long time.
This group has their own "specialists", each should be above PC level, but most tend to work solo-making them sane opponents.
Most of the mooks are dead, the main base of the organization is in ruins. only the leader and his specialists are left, so I need to QUICKLY make the specialists. as now the "counterstrike" of this "Team Evil" begins.
Any advice on how to narrate them, personality possibilities, on builds, on magic items they might enjoy or such is welcomed.

Party. containing a LG paladin 3/fighter 6, LG cleric of pelor 9, CN rouge 7/swashbuckler 4, CG beguiler 9 and a LN monk 9.
They are also way under WBL (refused many rewards.), so I play on making this as a party of an wealth ramp. magic items WILL be found alot on the bad guys.

The first to encounter is Jexal, human martial artist, and assassin. he is devilishly fast, favors his keen rapier of acid burst, and would lead the party to a hard chase after him due to his mobility. but would still have deadly potential when cornered. (monk time to shine? they equal in speed.)
If he DOES get away, I'll make sure to make him spy on the party, they will notice him eventually.
The guy is the most cold-blooded killer possible. works by orders as given. never seen giving out any emotion. not interested in anything but following the orders of his master. (loyal to death)
He will be encountered right after the PC's will be too late (by DM fiat, it will happen right before they arrive.) to save the heir from being killed, along with his entire guard. (3 level 4 fighters. heir is level 5 wizard)
Current build:
Monk 4, (something) 3 Nizari (http://www.giantitp.com/forums/showthread.php?t=127700) 5
Now, what to put at the melee? my thoughts are paladin (of slaughter) or rouge. but I'm not sure. maybe a fighter and 2 more Nizari...no clue.

Second is Iforen, wild elf blaster, likes explosive magics too much. tends to take out the entire area when he fights, and prefers to take down as many innocent bystanders as possible. aids the organization for gold, and the fact his boss don't mind him killing at random.
Will be a level 13-14 arcane caster of some sort, but not sure what. I just need him to be really trigger happy, and capeable to cast ALOT.
His encounter will be a day after removing Jexel from the picture. Jexel was his (only) friend and now Iforen is there for payback. if they try to ignore/avoid him he starts blasting civilians.

Another is Ranol, a human blighter (druid 6/blighter 9). pretty much done with the sheet, but I got no real character for him besides working for the organization to gain power, with the final intention to kill the entire city in plague and undead/plant minions. he attempt to kill the PC's because they are powerful threats. probably start the sneaky way of sending summons from a safe place (after covering them in poisons and plagues), and strike them when (he thinks they are) weakened enough. summons being the meat shields and chargers while he cast aggressive spells.

Now, Ranol (above) and Kreg (below) might change order. depending on what hook the party bites first.

Next in line is Kerg, an orc Soul Devourer (http://www.giantitp.com/forums/showthread.php?p=6472467).
He just enjoy the killing and the gold, but he is rather out of control.
The party finds him rampaging in the marketplace, killing anyone who enters his path, civilians and guards alike, the guards are no match for him.
This guy too is level 15. not sure about his base class yet, but it needs 6 levels before going 9 Soul Devourer. (max power without mass implosion) maybe a barbarian?
PS-his encounter will contain a few mooks running around, being distracting to the casters and nibble hp.

Final is the origination's boss, he goes for the lord's life right when the PC's report to him.
Needless to say this gets ugly fast. his reasons and all is fleshed out, but I can't say because I suspect one of my players might see it (they don't know who I am on GiTP) and I don't want to ruin the surprise of who he is.
This dude will be level 18 gishy type with strong tends to use luck feats like hell. (having BOTH Fortune Friend andluckblade (http://www.giantitp.com/forums/showthread.php?t=114601) to full 5th level)
What I need for him is a good starting caster class, and combat-oriented spells. manly the swift actions that let him attack as well as cast.
