Is it just me, or does this talent do sod all? It lets you add armour rather than heroic level to Reflex... which you can do anyway. Unless I misread something, or missed a piece of errata not listed with the rest of it?

Normally, wearing armor replaces the armor bonus you get from your character level. With armored defense, you can wear armor and get the secondary bonuses from that armor(some give a fort defense bonus, for example) while retaining the higher reflex bonus(be it from level or the armor its self). And finally, it is a pre-req for Improved Armor Defense, which allows you to add half of of the reflex bonus of your armor for an extra boost, plus whatever other secondary bonuses the armor provides.

As Raltar specified now people can't use heroic level when wearing armor.

But at low levels: armor will be higher than the level bonus. Improved Armor Defense means you get both (Great armor bonus and some heroic level bonus).
This is why Jedi wore little armor normally: they didn't have the feats to add heroic level in them usually.
