I'm just looking for any race in any book with a high Dex and/or Wis Racial bonus, without a ridiculous LA.

Githzerai from the XPH has +6 dex +2 wis. It also has some nifty psi-like abilities and a less nifty +2 LA.

Lesser Svirfneblin (+2 Dex, -2 Str, +0 LA) and Whisper Gnome (+2 Dex, +2 Con, -2 Str, -2 Cha, 30' move, +0 LA)

Uldra from frostburn I believe have +2 dex and wis small size +1 la

Strongheart halfling (I believe forgotten realms campaign setting) is always good, +2 dex and bonus feat

Lesser Aasimar (forgotten realms) has no la +2 wis

Buomman (planar handbook) also gets a +2 wis

Do you mean Dreamsight? Razorclaw gets +2 Str, not +2 Wis.

In core, the lowest is la3 Grig or Nixie (http://www.d20srd.org/srd/monsters/sprite.htm). If you're willing to go la4, there are many options, including templates.

Winged Template, Savage Species. +4 Dex, +2 Wis, Fly speed, +2 LA.
Uhh... Yeah, that one's not very good.

You might be able to get a +4 Dex from a weird Elf/Elf Variant race.
EDIT: But really, this depends on how well you're able to sift through those rules. I'm not entirely sure how racial varients work.

I always figured there were easier ways to gain a fly speed. I guess if you have an awesome dex character, you can get Perfect fly speed that way, which is... awesome.
Jeez, why is it always the simple suggestions that make me want to craft new characters. I barely ever even get a chance to PC a game, and even when I do I have to play a normalish character to help out the DM.
