Exactly what it says on the tin.

Is there a system out there that lets you fly an aircraft into combat, shoot down other planes/chopers or land/sea based targets ?

Star Wars d20 has decent dogfighting rules for small craft. Thats the only one in a RPG that i have seen though so theres not much to compare it to.

Mutants and Masterminds has several dogfighting rules in the Mecha&Manga supplement. They're theoretically used for mecha, but seeing that they work perfectly for mecha that can turn into fighter jets, there shouldn't be any problem with incorporating them for normal aircrafts. Same deal with building them.

D20 future has a bunch of rules for space/aircraft combat.
D20 modern covers ground vehicles

Icar (http://www.icar.co.uk/) is a Space Opera game with dogfighting rules, though I can't say how good they are.

Star Warriors (http://www.boardgamegeek.com/boardgame/3593/star-wars-star-warriors) is an excellent board game about Star Wars fighter combat which is compatible with West End's Star Wars RPG.

Star Wars d20 rules are crap if you have more than three aircraft per battle, because it considers everything in terms of a 2d plane instead of 3d space.

The HERO system has some rules for this.

Hero System has dog fighting rules, and add-ons that go into even greater depth.

GURPS (somewhere in 3rd ed.) had neat looking, quick action dogfight rules for their Space Opera setting, that could have very easily been ported to aircraft. They may have supplied some specific aircraft dogfighting rules in their WW2 Battle of Britain module (in the base WW2 book it is claimed that they will present such rules in some later book). I believe that module is available for download (not free though) from sjgames. I haven't looked at it myself but it would be the right module to have put such info into:

d20 Modern vehicular combat is dull. If the air combat is anything like it, I'd steer clear.

Spirit of the Century has a guy in a plane on the cover. It's about pulp adventure, so it probably has rules for that kind of thing. Might be more simplified than you want though.
