The feat says:

Choose one Item Creation feat that you posses. When you make an item with that feat, you pay only 75% of the normal cost to creation the item.

Is this both XP and Gold, or just Gold, or just XP?

Both Gold and XP are costs associated with the feat, so it should apply to both.

Magic supplies for items are always half of the base price in gp and 1/25 of the base price in XP. For many items, the market price equals the base price.
The XP Cost is linked to the Base Price, as is the Gold Cost. They are, however, both costs.

The other artisan Feats: Legendary Artisan reduces the Base Cost for the purposes of XP. Extraordinary does the same for Gold. So this reduction happens on a different step, and thus they stack, giving results of:

Gold: X (Base cost) * 0.75 (Extraordinary Artisan) * 1/2 (Get Gold cost) * 0.75 (Magical Artisan) = 0.28125X
XP: X (Base cost) * 0.75 (Legendary Artisan) * 1/25 (Get XP Cost) * 0.75 (Magical Artisan) = 0.0225X

Play an Artificer and use Craft Reserve. Use an Item familiar. I'm sure there are more ways.

The DM points out they are Eberron and Magical Artisian is FR and they don't.

It doesn't. It increases your available XP.

Only if you're playing strictly to one of those two settings and don't allow material released with those settings, even when it's not something like dragonmarks which are built into the setting.
