Is there a way to cast a spell with range personal on another party member, either via item, feat, other spell, or otherwise?

Crystal Keep, google, and GitP forum search didn't turn anything up.

Spellguard is from Player's Guide to Faerun. War Weaver is from Heroes of Battle.

Master Specialist (Complete Mage or Arcane) in Abjuration can let you use Personal-range Abjuration spells on others.

Spellguard is a Setting-specific PrC, but that's all I know about it. War Weaver is from Heroes of Battle.

Spellguard of Silverymoon is a Forgotten Realms setting specific arcane full caster PrC from Player's Guide to Faerun. At level 4 in the class, you get the ability to cast "defensive" personal spells at touch range instead. "Defensive" is explicitly defined for this purpose as giving bonuses to AC or saves, or increasing hp, whether by healing or giving temporary hit points. There might be one or two other possible criteria listed, I'm not sure.

The feat Magic of the Land from Races of the Wild can, under one interpretation, make every spell you cast qualify for the Spellguard ability by adding a healing effect to all of them.

If you cast a personal spell into a Ring of Spell Storing, someone else could use the ring to cast it on himself.

There is an item, bracers or a bracelet I think, from either DMG2 or MIC, I'm not sure which, that comes in pairs and allows you to share personal spells with whoever's wearing the other half of the pair, though the duration is halved. This item is rather expensive.

Master Specialist can do it, but it's limited to Abjuration spells, is 3/day, and IIRC is the capstone of the class. Also, you have to be a Wizard specialized in Abjuration.
