Our lvl 10 party was fighting a bard who was apparently lvl 16. He wasn't too bad except that he kept healing himself. What's the answer to high end solos using healing powers? Their 1/4 of hp starts adding up.

We ran out of time in real life and he got away with the mcguffan and his life.

By the book, he only has two healing surges. He doesn't have enough surges to use his powers and if he's alone the extras are therefor wasted.

Page 7 of the Monster Manual:

Monsters, like PCs, have healing surges. However, few monsters have a power that lets them spend a healing surge. The number of healing surges a monster has is based on its level: 1–10, 1 healing surge; 11–20, 2 healing surges; 21 or higher, 3 healing surges.

And the DMG confirms that the same goes for NPCs, on page 187:

NPCs can use healing surges. Like monsters, they have one healing surge per tier.

There are monsters/nsc that heal without using healing surges. And +50% Hitpoints as 2 minor actions healed using healing surges isn't that bad at all.

A good tactic against leaders is to either focus fire on them or kill their allies first.
