A 1 auto misses,
A 20 auto hits.
And if you roll within the weapons crit range you need to confirm the critical.

If you roll a 19 on a weapon with a range of 19-20 and fail to confirm, do you still get to auto hit?
Would optimizing weapon range (eg, 18-20 weapon, make it keen for 15-20) allow you to auto hit 1/4 attacks?

No. Otherwise, the 2-20 Lightning Maces builds would be much scarier.

Or if you need the exact quote:

Sometimes your threat range is greater than 20. That is, you can score a threat on a lower number. In such cases, a roll of lower than 20 is not an automatic hit. Any attack roll that doesn’t result in a hit is not a threat.

The following reply is rather. . .meta on topic, but I have made it before.
The lonely sticky has links to the question and answer threads. This question could easily been answered in one of them.
Just sayin'.

Autohit=natural 20.

Critical threat counts ONLY if you make the hit.

For example: you have a 15-20/x2 Rapier, an attack bonus 10 and you roll a 15. If your target has AC 26 you don't manage to hit him, so you don't have a chance to crit eather.
If your target has AC 25, you hit him and then you roll to confirm the crit.

If you roll a 20 and your target has...35 AC you hit him, [my rule:but in order to crit, you must somehow have to reach his...vitals.you can't crit an opponent if the only thing you can strike is his toe. just like sneak attacks (it's debatable...i know)]

Because melee can't have nice things.

What if you hit his toe really, really hard?

that really really really hurts badly.
There are lots of creatures immune to crits (and SA); if you start limiting critical hits (and SA) with additional and situational considerations, is no good.
If you can only hit the feet, and you score a crit, you have not hit the toe, but you've cut Achille's tendon.
