When we see a violation of the rules, we should report the post and let the Mods decide.
But sometimes, there are no violation of rules, and the post is simply... annoying.
And (very rarely), there is a thread very old, that has served his purpose, but it's still there...
Double example: this thread (http://www.giantitp.com/forums/showthread.php?t=103521) is stickyed, and IMO now it serves to nothing. And the last post is decisely an example of "annoying post" (I could report it for "spam" or maybe necromancy, but the user is banned... and "spam" is another thing, that post should be simply deleted).
There is a proper way to report such "impressions" to the mods, other than PM Roland explaining the doubt?

If you report the post, just write in your reasons. They give you a box to write why you're reporting the post. They can scrub it for you if you're really that annoyed by a post. Or not. That's extra work.
