Ignite
Evocation [Fire]
Level: Sor/Wiz 1
Components: V, S, M
Casting Time: 1 standard action
Range: Close (25 ft. + 5 ft./2 levels)
Target: One creature or unattended non-magical object of up to 2 cu. ft./level
Duration: 1 round/level (see text)
Saving Throw: Reflex negates
Spell Resistance: Yes

The target must make a reflex save (DC:11 + your casting stats) or catch on fire (http://www.d20srd.org/srd/environment.htm#catchingOnFire). This fire can be extinguished as normal. When cast on creature this fire can not spread (including to his equipment)

Obviously flammable objects (such as firewood) continue to burn even after the spell has ended (treat as a normal fire).

Material Component
A handful of rust and powdered aluminum.

Seems good. What does this line mean?

When cast on creature this fire can not spread (including to his equipment)

That the fire won't affect their equipment?

Yes (how is the wording unclear so that I may fix it?).

"A creature who fails his reflex save against this spell cannot harm other creatures with the flame and his equipment is likewise unaffected"?

But that wording allows it to spread to objects that are NOT equipment (such as the building he is in) (and if someone else is doing the harming, like attempting to grapple the guy it is also odd).

How about this:

The target catches on fire. This fire is magical, and does not affect a creature's equipment or spread to other objects, but it otherwise deals damage and can be extinguished as normal fire. When used on highly flammable materials such as firewood, the caster can choose to start either a temporary magical fire or set the object ablaze with normal non-magical fire that continues after the spell ends.

That seems to work.
