I'd say that both people catch fire, and either grappler can then try to roll the grapple on the ground to put it out with a regular grapple check.

I'd say that you CAN grapple somebody, but both of you take fire damage, and the fire can't be put out until both are free again. Get your fire-resistance gear and grapple somebody into the inferno!
