In the Magic item Compendium information is given about how to make the items presented. If you assume that a character has access to an artificer who has all the appropriate feats and spells are the items listed in the MiC limited to the exact type of items that they are presented as?
For example: An Arrow of Biting requires the crafting feat and the poison spell, along with the cost of the item to create. Could an appropriately prepared artificer create Crossbow Bolts or Surikens of Biting? what about Javelins or even Clubs of Biting.
Does RAW have anything to say about this and what would you say about it as a DM? I really like the ideas of some of the weapons in the book, but not the specific weapons used.
