I just thought of something, if Roy had embraced Banjo here: http://www.giantitp.com/comics/oots0080.html
do you think when he was falling to his death off the dragon banjo could have used his lightening to break the talisman and save us all from hundreds of strips?
course then death's lil helper wouldn't have had quite the same transformation...

If the Order could gather enough followers for Banjo to make him realize his true potential and then proceeded to throw him into a cage with the Snarl, the plot would be over and they would all live happily ever after.

Unlikely. Right now Banjo isn't part of any of the major pantheons, and the pantheon Elan tried to have him join was the Gods of the North. Only the Gods of the South would be allowed to intervene directly over Azure City, as Thor got reminded by Tiger.

Bnajo is not an actual god, just a puppet. The lightning was there for comedic effect, I thought.

Banjo is a god. He has followers. And a pantheon. With Giggles, who has a whole island of followers.

I'd be pretty disappointed if Banjo didn't become one of the big shot gods by the end of it.

I think you're over analysing a joke. OotS has always had a tenuous line between joke and plot (Haley taking the diamond from the cast page) but I'm still pretty sure Banjo doesn't really have any helpful godpowers or spells.
