if I'm a specialist wizard with improved spell capacity, do i get bonus spells of my school in those higher spell levels?

A quick review of the rules suggests that you do.

A specialist wizard can prepare one additional spell of her specialty school per spell level each day

so a focused specialist without a bonus slot from a high INT can only cast spells from his chosen school?

Probably, but hey, you get 3 of them. I won't be complaining.

Though it is worth noting that the sample Ssass Tzam npc in ELH does not get bonus slots for his 10th and 11th lv slots. Neither does Aumvor (an epic necromancer) in champions of ruin.

It's quite possible I'm wrong. However, given WotC's track record with sample NPC's...

This is quite possible and in fact can happen pre-epic.

I don't think you get any 10+ spell slots unless you take the epic feat (might be Improved Spell Capacity) which allows a single slot at your highest level +1, now, if you can convince your DM that you also get a slot for specializing, great, but I would never allow extra slots for high ability scores (Empowered Maximized Energy Drain...)

This is correct in that you need to spend the feat to get the first 10th level slot. And another for an 11th level slot, and so on.

However, when you do, the feat explicitly says that you also gain spells per day at those levels as per your caster stat.

Thus, you clearly don't have any before then. At all, specialized or not.

i believe i said i am a wizard with this feat. what Im asking is if i get spells above 10th level due to specialization.

In that case, you do get both specialized spell slot(s) and, if applicable, bonus slots due to your casting stat score.
