When fighting with a 1h weapon and a shield, but have all the necessary feats and such to be an effective shield basher, does using your main weapon for your first attack and then your shield for the second count as Two Wep. Fighting?:smallconfused: (As in, you occur penalties for using your shield and sword on two separate attacks)

One would think not since its just charging about 2 feet with a shield, but others claim otherwise...

Yes. There's a feat (PHB2 i think) that lets you ignore some of the penalties without actually having TWF, but using a shield as an off handed weapon is using a sheild as an off handed weapon.

...because D&D has never gotten shields right.

FWIW, my Pathfinder Bard carries a shield, and tends to use that against skeletons. His sword just happens to be in his other hand.

Are you using attacks from your normal iteratives, or are you doing something to get extra attacks? In your normal iterative sequence, you can attack with whichever weapon you want and it's not considered TFWing- that is, you can make the +6 attack with a sword and the +1 attack with your shield without penalty (ignoring the idiocy that is "a Shield Bash is an off-hand attack" just because some designer couldn't imagine somebody ever wanting to make a primary attack with a shield.) The term off-hand weapon doesn't actually have any rules relevance until you start making two-weapon attacks above your normal iterative sequence.
