[3.5, build help] Bard

I'm working on a bard, and would appreciate some help with it. I'm hoping to be a buffer. With said bard I was hoping to get into Djinn_In_Tonic's Restless Troubadour ("") PrC. I'm asking people for assistance on how I should go about making this character. If anyone knows of any good bard fix/varients I would like to here about them.

Are you using a point buy system? If so, how many points do you have?

What level are you expecting the campaign to go up to? High charisma is needed in order to be able to cast certain spells at certain levels (since you get 0 spells without bonus spells from your high stat) but if you aren't expecting to go over a certain level you can sacrifice some of that charisma for something else (like intelligence).

I personally prefer halfling bards - the bonuses to attack and thrown weapons means you can sit behind the rest of the party lobbing stuff at your enemies. Ideally that means getting the precise shot feat.
