Something along the lines of instead of just going with the default class skills for each class, allocating a certain number of tags that the character can put on skills to select what their class skills will be instead of the preset list?

Sounds kind of like Fax Celestis's skill sets, maybe? But I'm sort of unclear on what you're describing.

UA generic classes, hybridized with the normal base classes?

From what I remember tag skills are from Fallout. Basically you choose 3 skills at character creation and those 3 skills increase at 2% for 1 skill point.

Fax skill sets are similar to that, (http://wiki.faxcelestis.net/index.php?title=Skill_Sets) or you could look at a very similar skill group system I made (link in sig).
