I love the racial paragon classes in 3.5 Unearthed Arcana, where you can be the elveniest elf around, the most gnomish gnome, a human who represents the most potent of humanity. Is there already a 4th-edition equivalent, granting powers and abilities based on race instead of class? If not, are there rumors? Would anyone else like to see this happen?

Most of them are in PHB2. Races that came out with campaign setting have their racial PPs included in their campaign book.

Back when Rain of Blows was crazy overpowered, the human paragon path was good times. Two rain of blows per fight? Yes please!

Which means they can use an action point in 3 out of their first 4 encounters rather than in 2 out of their first 4 encounters. It doesn't help at all with the Big Bad since everyone's using an Action Point in that encounter anyway and Human paragons are still limited to a maximum of one AP per encounter.

It nice and does synergize well with Human Action Surge, but it's not all that good.
