I'm trying to come up with a 13th level character design that capitalizes on charisma-based special abilities through a god-awful stacking of templates. My original idea looked like this:

'Dark' 'Draconic' Pixie Ghost (templates time-stamped for my convenience)

Any suggestions? Don't worry about class levels or anything like that. I'm just trying to make this as effective....and ridiculous as possible.

To be honest, if you're going to abuse Charisma synergy, you're likely to find more bang for your buck in the form of class levels (especially if you're only ECL13). A simple 13th level build can net something like Cha to AC three times, Cha to saves twice, and a few other bits.

I wouldn't recommend stacking up too high an LA. But the best template for this is Unseelie Fey from Dragon Compendium... 0 LA, and you get -Cha to saves to all nearby enemies. From here, consider being a Dragonwrought Kobold (+3 Charisma, no LA) and then becoming a Paladin of Tyranny 3/Hexblade 4, for an additional -4 to nearby saves and +cha twice to your own saves vs spells (once against everything else). Finish it out with something of your choice... perhaps Nar Demonbinder, Binder, or Iajuitsu Master.

Thanks for that. I'm really stuck on the idea of template stacking though.

Gloura (http://wizards.com/default.asp?x=dnd/ex/20031003e) gets Cha to saves and as a Deflection bonus to AC. Grab Cobra-Strike Monk (http://www.d20srd.org/srd/variant/classes/variantCharacterClasses.htm#monkVariantFightingSty les) 2 with the feat Ascetic Mage in Complete Adventurer to get your Cha bonus to AC instead of Wisdom. That has the added benefit of giving you the feats you need to dip Arcane Duelist (http://www.wizards.com/default.asp?x=dnd/re/20030224a), 2nd level you get your Cha bonus as a Dodge bonus to AC but take 3 levels for two-handed Power Attack shenanigans. You'll need a higher BAB to take that so grab Fighter 2, and use those bonus feats to qualify for Blackguard 3. With Wis 13+ you'll meet the spellcasting requirement to dip Mystic Wanderer (http://crystalkeep.com/d20/rules/DnD3.0Index-PrestigeClasses.pdf) 1 to get your Cha bonus as a Sacred/Profane bonus to AC, use the Otyugh Hole to get Iron Will without spending a feat. Grab Divine Might from CW to get your Cha bonus to melee damage, and be sure to grab Shock Trooper. That makes it Gloura HD 7/ LA +2/ Cobra-Strike Monk 2/ Fighter 2/ Arcane Duelist 3/ Blackguard 3/ Mystic Wanderer 1, for Cha to saves twice and to AC four times, and to damage for one round for a turn/rebuke attempt, Dexterous Attack with two-handed Power Attack and Shock Trooper, and a little bit of spellcasting.
