Good Map Program?

I'm looking to start DMing a PBP game and was wondering what would be a good FREE online map making program to use. Any and all suggestions would be greatly appreciated.

GIMP (http://www.gimp.org/) is very similar to Photoshop, only it's free. Many people at the Cartographer's Guild (http://www.cartographersguild.com/) swear by it.

And MapTool is okay, I guess, but it is far from 'nuff said.
