I should really start saving these and posting them all at once. Anyways my question is this- a Prime Shot Weapon (Adventurer's Vault 1) has
Property: You deal +1 damage if no ally is closer to the target than you are.
Does this apply on attacks not made with that weapon?

No, you only gain benefits from weapon properties or powers when you wield them, for the attack in question.

Yes, it does. The property of an off-hand weapon or implement does apply, and its power(s) can be used, although its "critical" line only works if you actually attack with it.

Certain weapons and implements (e.g. most holy symbols) are explicit exceptions, in that they give a bonus to "attacks made with this weapon" (or implement).

Yes, this can be considered somewhat cheesy. Among others, it means that most wizards will want a Staff of Ruin in their off-hand, to boost damage, regardless of what "main" implement they're using.
