Is the following more information than nessicary? I wrote it all up after running a campaign with particularly cowardly PCs, and it seemed like a good thing to keep track of. At the rate I'm going, I'll probably wind up writing similar pages for every city I create, and then some.

Block = 1000 ft.

Sprint = 150 ft.
Run = 120 ft.
Hustle = 60 ft.
Walk = 30 ft.

Sprint Block = 7 rounds (1 minute)

Run Mile = 42 rounds (4 minutes)
Run Block = 9 rounds (1 minute)

Hustle Mile = 84 rounds (8 minutes)
Huslte Block = 17 rounds (2 minutes)

Walk Mile = 167 rounds (17 minutes)
Walk Block = 34 rounds (3 minutes)

Sprint Shortbow Max = 4 rounds.
Run Shortbow Max = 5 rounds.
Hustle Shortbow Max = 10 rounds.

Signal (Good Conditions) = 2 miles.
Signal (Bad Conditions) = Spot DC 0

Untrained Max Spot = 200 ft.

Flare (Back Turned) = 2500 ft.

A guard who concludes that a suspect is likely to escape or defeat them will fire a signal.
This signal will be a smoke signal in the day and a flare at night.
A signal takes 1 round to light and 1 round to fire.
80% of guards can be expected to see this flare and come running.

Population = 10000
Guard Population = 300
Active Guard = 200

There is a guard posted every other block.
This guard circles a single block, giving him sightlines over every adjacent block.
This patrol takes 134 rounds (13 minutes.)
However, the patrol only goes out of sight once every 34 rounds (3 minutes)

Guards responding to a signal will arrive at the following rate:
1d4 within 9 rounds.
3d4 within 27 rounds.
6d4 within 54 rounds.
These will be coming from all directions and WILL intercept a runner.

North Gate/Port
4 miles.
20 blocks.
20000 ft.

Sprint North/Port = 134 rounds (13 minutes)
Run North/Port = 167 rounds (17 minutes)
Hustle North/Port = 334 rounds (33 minutes)
Walk North/Port = 667 rounds (67 minutes.)

East Gate/West Gate
5 miles.
25 blocks.
25000 ft.

Sprint East/West = 167 rounds (17 minutes)
Run East/West = 209 rounds (21 minutes)
Hustle East/West = 417 rounds (42 minutes)
Walk East/West = 834 rounds (83 minutes)

As long as this info is formatted in a way that lets you find what you want instantly, no, it's not too much.

On a side note, the policing of your city seems to be exceptionally well ordered and uniform, with no regard to the quality of neighbourhoods. Even the most perfectly planned cities have different zones of use (market, government / business, enertainment, rich residential, poor residential, etc) and quickly develop bad areas.
Is the whole city laid out in blocks? There are no unplanned neighbourhoods of shanty / slum buildings?

You might also want to look here at the Wizards' web supplement (http://www.wizards.com/default.asp?x=dnd/we/20030719a) for the DMG - even if you're not running D&D, it's a helpful set of demographics for urban areas.

Wow. That's a lot to take in all at once. Altair is right, though. As long as you can find what you need from it in a timely manner, all is well.
