It's pretty much been established as a publicity stunt because the person who uploaded it referred to the paparazzi as "photags", which is so totally lame, and didn't miss any part of her stunt routine, and there weren't photos of the incident online, to the best of my knowledge.

Once saw a fan made compilation of Doctor Who clips combined to make a trailer for "The Ten Doctors".

It was well enough done to convince me that with a good enough budget, you could make a special featuring all the Doctors (even the deceased ones) with modern special effects, and have it be pretty seamless.

And that would be so awesome as to warp space and time.
