Tobias is the IC leader of HALO, if only because he started calling himself the boss and nobody has challenged him on that...
As for attacking AMEN, don't bother. Really, it doesn't end well... The last time it happened one of their players had his character set up a complete barrier between the two organizations, so their different RPing styles never have to meet again and cause more confusion and bad feelings...
That said, the strategy room can be used to plan attacks/plots on any other evil figure you have in mind. I encourage it, even.
I joined HALO sometime around the 20th thread. Actually, I'm coming up on my two year anniversary mark... Given a little less than a hundred threads of posting, I like to fancy myself as a prominent member and guiding influence, but that may just be self-delusion...

Ummm...this might hurt a bit. Here, take this pill first. To slow the bleeding, she hands him a pill. It won't numb the pain, though, because that would interfere with the other pill.

After he takes it, she'll try to take the glass shards out, after a minute or two longer, and after cleaning up the wound as much as possible.

The glass isn't hard to take out and the wounds are very shallow. Once she cleans the wound it becomes obvious it was mostly just superficial stuff.
