Spawn Minion ability

Would an ability that automaticly spawns minions of the same level as the monster that's spawning them be over powered for a Level 8 monster?

So is this a passive ability? Do the minions have the spawn ability? What do you mean by level 8? These are all terribly important questions.

Sorry, i was being horribly vague. It's for a 4e monster, a level 8 elite artillery. Basicly, the creature would make minions in a style similar to the pod demon (ie, if there are less than 4 spawn alive at the start/end of the creature's turn, one shows up near the master)

For an elite, probably not.

A simple way would just be to trim off several of the abilities from the pod demon, lower it's level and work from there. In and of itself, it's not actually a particularly powerful/overpowered ability given that several "At Will" powers are designed to deal with Minions specifically.
