Is it possible to chain versatile spellcaster to get access to extremely high spell slots for your level? For example, would the hypothetical sorcerer with a CHA of 20 be able to iteratively combine all of his slots to cast 2 level 7 spells, as follows?

Nope. He combines his spells to cast a higher level spell he knows, not gain a higher level spell slot.

Nope, not even then. Versatile Spellcaster doesn't stack like that. Once is as good as you get.

What if you actually did know and could normally cast the spell? Could I spend 4 0th level slots to cast 1 second level?

No because

He combines his spells slots to cast a higher level spell he knows, not gain a higher level spell slot.

Doesn't matter if you know a 9th level spell or not: as has already been said, Versatile Spellcaster eats slots to shoot out a spell of a higher level, but does not actually give you a spell slot of that level, meaning it can't be used to go higher.

It doesn't matter. Versatile Spellcaster doesn't actually create spell slots, so it can't be used with itself.

Versatile Spellcaster:
Input = Spell Slots
Output = Spell Cast

What the feat produces as its output is not compatible with what it requires as its input.

Versatile Spellcaster does not grant spell slots of the higher level. It simply changes the cost of a spell you know, as follows:

Normal cost to cast spell level X: one spell slot of level X
Versatile Spellcaster cost to cast spell level X: two spell slots of level X-1

You cannot spend four spell slots of level X-2, the feat does not even imply that this would be possible. It says you may spend two spell slots of the same level to cast a spell you know that is one level higher. It's a cost replacement of casting the spell, not a conversion of lower level spell slots into higher level spell slots.
