I'm afraid I don't know much about Cloudians. I like the archetype, but when I tried to make a deck, I just never could get it to work. Still, that was before Moray of Greed (http://yugioh.wikia.com/wiki/Moray_of_Greed), and my big problem was bad draws. I'm also not sure how much good Honest does in this particular deck, since most of the Cloudians are WATER type, and I don't actually see any LIGHT types except Honest itself. I think the big thing is to decide if you're going to go for a burn via Updraft (http://yugioh.wikia.com/wiki/Updraft) and Natural Disaster, or a beatdown via Nimbusman, and gear your deck accordingly. For instance, if you want a Nimbusman beatdown, you want to use cards like Sheep Cloud (http://yugioh.wikia.com/wiki/Cloudian_-_Smoke_Ball) and Turbulence (http://yugioh.wikia.com/wiki/Cloudian_-_Turbulence)/Smoke Ball (http://yugioh.wikia.com/wiki/Cloudian_-_Smoke_Ball) to put lots of Cloudians on the field for tributes, while a burn deck will want more Altus, Acid Cloud, and Cirrostratus. Finally, I'm not sure how good Poison Cloud is. If you want monster destruction, you have Cirrostratus for effect or Nimbusman/Typhoon for battle, and Poison Cloud needs to be face-up for its effect to activate.

One or two Spirit Barriers are probably a good idea, and cards like Sangan and Mother Grizzly (http://yugioh.wikia.com/wiki/Mother_Grizzly) can be used to search or restore cards (though Mother Grizzly won't let them gain Fog Counters through Normal Summon effect). Messenger of Peace (http://yugioh.wikia.com/wiki/Messenger_of_Peace) can also stop 1500+ ATK cards from attacking you until you get Sanctuary on the field, and you can destroy it once you draw Nimbusman or Eye of the Typhoon simply by not paying the upkeep cost, but it does still leave a hole for smaller monsters to sneak in. Another thought, but Limit Reverse (http://yugioh.wikia.com/wiki/Limit_Reverse) might be more flexible than Raging Cloudian as your deck stands. Raging Cloudian can only work when a Cloudian is destroyed by its own effect, but Limit Reverse will work with any 1000- ATK card (like Nimbusman, Cirrostratus, or Acid Cloud) at any time, and the Attack Position restriction doesn't affect Cloudians at all. If you go with using Sheep Cloud and Turbulence fodder, you could also use one or two copies of Spiritual Water Art - Aoi (http://yugioh.wikia.com/wiki/Spiritual_Water_Art_-_Aoi) to pair with Altus' effect and completely devastate an opponent's hand, while Fog Control (http://yugioh.wikia.com/wiki/Fog_Control) will let you turn those puffballs into enough Fog Counters to activate any Cloudian's effect.

I think you could also take advantage of their resiliency to use them as synchro or tribute fodder. Since Cloudians are mostly 4-stars, low-level tuners like Herald of Orange Light (http://yugioh.wikia.com/wiki/Herald_of_Orange_Light) (which also plays well with fairies) could let you pop Goyo or Brionac, and two would let you place a Stardust Dragon or Red Dragon Archfiend on the field.
