Dragonfire Adept, Soulknife, Soulbow (kinda an extension of the latter), Fighter, Rogue, Marshal (well, mostly IIRC), Ranger (other than spells), casters with reserve feats. There's a start!

ToB and Incarnum classes (Crusader, Swordsage, Warblade, Incarnate, Soulborn, Totemist) - at least, IIRC for Incarnum.

Factotums regain inspiration points on a per-encounter basis, though some of their applications are limited per day.

Ghaele (monster class from savage species) gets aid and CLW at-will. Plus, quite a number of monster PCs eventually get at-will powers.

Incarnum classes' powers are mostly unlimited - they get a few per day class abilities, but soulmelds are permanent.

Martial adepts have permanent powers - stances. Maneuvers can generally only be used once per encounter unless you spend an action to recharge them.

Any Psionic class can last all day if you utilize PP regeneration shenanigans tricks.

The Recharge Magic (http://www.d20srd.org/srd/variant/magic/rechargeMagic.htm) variant lets any caster stay up all day without resting, though there are hefty cooldowns involved.

Dread Necromancer has some nice abilities that can be used all day, like poking people.

Aye, there are quite a few monsters that get decent at-wills at medium levels.

Currently playing an Avoral with Aid, Blur (self), Magic Missile, Blur, See Invisibility at will, and will be getting Dispell Magic, Gust of Wind, Hold Person, Lightning Bolt, and Magic Circle Against Evil (Self) all at will at 14th (at 10th they're all 3/day). It's actually quite nice; very simple to play, with a range of useful capabilities.

Monk: Ki Strike/Flurry of Blows/Tongue of the Sun and Moon

Druid: Keep a wildshape form up all day, congrats you have that animal's abilities as unlimited use

Paladin: Detect evil, Aura of Courage

Dread Necro gets a unlimited negative energy damage (1d8) touch attack.

It actualy increases by +1 every 5 levels. Great to heal your undead hordes, and yourself with the tomb tainted soul feat.

*Limited to creatures that are distracted, flanked or somehow unable to react. Does not work on creatures without discernible anatomies, undead creatures, magical constructs, or creatures with highly protected vital organs. Use of this ability may cause potential vulnerability to own squishy parts, imminent death, depression in realizing that this ability couldn't activate and limitation in quantity of shoving metal objects into soft gushy things per 6 seconds of apparent time. This ability cannot be used by all people, and it is not recommended to people with severe health deficiency, lack of appropriate methods of hiding or causing the aforementioned circumstances to happen. May not be recommended to creatures with severe codes of conduct, such as Paladins or Knights.

Yes, long ago. Just requires a Commoner 1 with Chicken Infested and Quick Draw.

Though there are more practical ways to solve world hunger in D&D. Trap of Create Food and Water is the very basic foundation of the Tippyverse ...
