E6 is a 3.5 variant where you stop leveling up at 6th-level and instead start buying feats with XP.

The details vary. A lot.

E6 is popular because it caps the game's power level at "reasonably human", at a point where they are still strong enough to take on most of the core monsters. It allows them to progress, but not at a frightening, exponential level.

It also caps before the point casters automatically outshine all non-casters.

I like this version of D&D, I must say. Or, well, the idea of it. It seems fit for campaigns that can be planned to be shorter while still exploring the full measure of the character.

It's actually one of the better house rule systems I've seen. It's simple and elegant, and it does the job of balancing the system incredibly well for something with so few actual changes. Sure, Wizards can still use Shivering Touch to drop dragons... but they can't cast Celerity and do it in the same round as a Spectral Hand. Clerics can still Animate Dead a significant number of monstrosities, but there's not a lot of other big power tricks.

As such, even though the imbalance is still there, it's not NEARLY as severe.
