In issue 702 (http://www.giantitp.com/comics/oots0702.html) Redcloak also mentions the "elven insurgents", these coupled with the term "unprovoked terrorist attack". This is textbook propaganda.
Most important, the term terrorist used for an attack to the head of a militar organization who has seized an enemy city is way biased.

I too assume that this is a lie and propaganda. If they knew that their whole leadership almost got derailed by one elf, it could make them worry and remove the good move from the crowd.

Red Cloak even sends Jirix to look for other elves (http://www.giantitp.com/comics/oots0655.html) before O-Chul kills him... He's not lying, he simply doesn't know the truth...

Why should it have been mentioned? It has no bearing on the point Jirix was making. It was a description of his trip to the afterlife, not the attack by V.
