Hunchback Story (Pathfinder)

I've just had my PCs arrive in one of the largest LN cities in the Pathfinder Chronicles campaign setting, and I was thinking that a cool adventure for them would be a city quest that is based somewhat on the movie/book Hunchback Of Notre Dame. Trouble is, I'm having trouble translating some of the major characters from the story into NPCs, and thus, deciding the what level they should begin it, and where they should be by the end.

What levels are the PCs, and what would be their role in the story?

PCs are currently Lvl. 3, and there are 5-7 of them. Their role will be as active participants (Affecting the story, attending the court of miracles, fighting off the guards, ect.), though due to my allowance of all alignments, they may side with Frolo as opposed to Quasimodo
