Download Threshold Question

Well, I have satellite internet, which has a download threshold. I need some clarification on what precisely counts as downloading. Is it only when you actually click download on something, and save it to your computer? Or does browsing the web count as well?

Note: My ISP is WildBlue if that helps.

When you browse the web, you download stuff, but unless you're looking at image-heavy pages, or watching lots of Youtube videos, it shouldn't count too much. After all, 1 letter is only 1 byte, so you'd need literally billions of them to even make a dent in your limit.

Any transfer of stuff to your computer from the internet counts as downloading.
