In this comic (http://www.giantitp.com/comics/oots0670.html) we see 4 elves transporting in to liberate Azure City. One has pink hair, one white, one orangish and the leader brownish. Now in the latest strip three elves are shown, 2 on the roof, 1 with Than and Niu. The last one clearly is the leader from strip 670, but the other two do not seem to belong to the original group. One has blue, the other has purplish hair.

Can we conclude that the elves are smuggling in more troops?

I think the blue hair one is no elf, but an azurite. They seem to have mixed teams of elves and azurites now.

The figures in the first panel have hoods- so you can't tell if they are elves or not.

The blue haired figure is not wearing any blue, white, or purple, like every other Azurite we have ever seen, and is wearing the same exact cloak color as the other figure, which has a pointed left ear visible--and it has caucasian skin tone rather than the Asian tone of the Azurites. It's an elf.

You can see the left ear of the elf with the brown skin and purple hair.

And as for the OP, the answer seems obvious. Yes. When they send their message, the other elf refers to them as Team Harrier, which is the exact same format as Team Peregrine ("Team" + bird of prey name). And we know that when Team Peregrine arrived, they sent that they would arrange "further insertions".

So, these elves belong to a second group, called Team Harrier, that was inserted into hostile territory after Team Peregrine and are now acting as scouts for this mission.

You can come up with a few hundred alternate interpretations, I suppose, but there's really no reason to.

Their boots are dark green, which is also unlike the Azurites.

No. Elves sent in half a dozen people to deal with a city of tens of thousands goblinoids and fair number of undead. That would be more than enough, wouldn't it?

Also they said they were going to smuggle in more troops, which is a clear indication that they're planning no such thing.

Note that the team that teleported in was "Team Peregrin," but the team that sent the mouse was "Team Harrier." More teams have been sent in is the implication.

Does this mean they have boots of speed?

Nope- those were lime green and can be seen here:

EDIT: They might have other boots, or similar ones in a different colour.

As elves, and guerillas, boots of elvenkind, for stealth, might be appropriate.

The elf in the last half of the comic was with team Peregrine. I'm assuming he'll draw his offhand weapon when he's not shown playing with mice, aside from that it's exactly how he appears earlier.

The only real question is "How many teams of elves have made thier way into the city?"

Indeed, the strip thread has suggested at least a dozen possible raptor names for further elven teams, but I think there will be only a couple more actually shown, at most. Some others from elsewhere in the city may be mentioned.
