Just re-reading OOTS and noticed this (http://www.giantitp.com/comics/oots0515.html)strip, shouldn't Belkar have gained enough experience from the wight in the last panel to regain his lost level? When you're drained, you have enough experience to gain the next level-1, right?

I think it is fair to assume that he gained it back off-panel.

i don't think it really matters, its not like each character has a level which is definite, it was just a joke

Not really. There are still relative powers to compare, otherwise there's no point in OotS vs Xykon. Having a loose definition doesn't mean indefinition after all.

Wrong. The victim’s experience point total is immediately set to the midpoint of the previous level, (http://www.d20srd.org/srd/specialAbilities.htm) under Level Loss.
