Sure, in that sense. But it doesn't actually make you immune to say, Power Word Blind

EDIT: And I think you have to wait a round or something for it to actually regenerate.

If the blindness or deafness is from an ongoing spell, I'd think no, since the effect is on the creature.

As a DM, I'd allow it if a player did such a thing simply because it seems clever.

Generally no; even if spell specifically disables this pair of appendages, regrowing new ones takes time. And if the spell instead shuts down the centers in the brain, its' even worse. But like, Troll takes 3d6 minutes to regrow a body part.
