Can you apply a metamagic feat to a spell in a domain slot? Like if I had the law domain wanted to extend or highten sanctuary, could I use the domain slot?

Yes. If its a domain spell not on your normal list, you have to.

Yep. It's how a Cleric with the Travel domain gets multiple copies of Teleport without spending time Crafting.

You could just memorize Teleport in a higher level slot, but it's a better use of spell slots to put metamagic on it.
A spellcaster always has the option to fill a higher-level spell slot with a lower level spell. Source (http://www.d20srd.org/srd/magicOverview/divineSpells.htm#preparingDivineSpells).
