I was thinking about creating a scooby doo-like d20 rpg system.

The game would involve the same main aspects of the cartoon mystery show. The major changes would be the low amount of combat and the introduction of clues and time points (TP). Each mystery starts with a number of TP. The gang would spend TP investigating suspects, validating clues, and crafting traps. The monster would chase and hidnap people to waste TP. If the TP hits 0, the monster gets away with it.

Who would like to help me with classes, skills usage, trap creation, and chase mechanics?

D20 Modern with Teenagers. You'd just have to give them the right feats and skills. Fred is a Strong Hero, Thelma is a Smart Hero, etc. You can grab things like Grim D20 or OGL Horrors for ideas.

This has already been done, actually. Hijinx, in Polyhedron #158.

Classes were ten levels long, and were band members. Characters had backgrounds like "the cool one" and "the exotic one." No hit points. Cool Points instead. As you performed comedy beats like "hallway full of doors" and "crazy villain trap" you depleted cool points of the villain, and so on.

Also included were rules for performing concerts.
